Deshalb hier meine private Meinung dazu als Staatsdiener, der ab und zu per IFG gefragt wird: </p><p>1. Ich halte das IFG für eine wichtige demokratische Errungenschaft, weil es Transparenz schaffen kann. Alle Staatsgewalt geht vom Volke aus - dann soll das Volk aber gern auch mal nachfragen dürfen, wie seine Staatsgewalt konkret ausgeübt wird. Verwaltung ist keine Geheimveranstaltung. In aller Regel wird hier verantwortungsvoll gearbeitet. Es spricht im Grundsatz nichts dagegen, das nachvollziehbar ggüb. der Öffentlichkeit darzulegen. </p><p>2. Manchmal nerven IFG-Anfragen trotzdem, v.a. wenn - egal ob aus Unwissenheit oder mit Absicht - gleichlautende Anfragen auf allen Ebenen einer Verwaltung eingehen, obwohl klar ist, dass nur die Zentrale den Überblick haben und sinnvolle Antworten geben kann. Da könnten Organisationen wie <a href="https://xn--baw-joa.social/tags/FragDenStaat" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>FragDenStaat</span></a> noch mehr für die Akzeptanz bei den angefragten Stellen sorgen, wenn die Anfragen treffsicherer und sachgerechter platziert würden. So wie es zur Zeit manchmal läuft, wird unnötiger Aufwand verursacht. Das ist schade und kann zu Ablehnung führen. </p><p>3. Man sollte immer über den Tag hinausdenken: angenommen, wir bekommen auf Kommunal-, Landes- oder gar Bundesebene weitere Verwaltungsleitungen mit populistischer oder faschistischer Grundeinstellung. Wären wir dann nicht alle - auch wir Staatsbediensteten - mehr als froh, wenn wir die Verantwortlichen zu Transparenz zwingen könnten, um Vetternwirtschaft, Korruption oder plumpen Rechtsbruch nachweisen oder - noch besser - verhindern zu können?</p><p>Deshalb: das <a href="https://xn--baw-joa.social/tags/IFG" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>IFG</span></a> ist wichtig. Demokratie braucht Transparenz, denn das ist die Basis für - begründetes - Vertrauen. Die praktische Nutzung sollte allerdings möglichst zielsicher erfolgen, damit unnötiger Aufwand und Frust vermieden wird.</p><p>Und noch ein Tipp: auch Beschäftigte in der öffentlichen Verwaltung sind Bürger*innen dieses Staates. Wenn man sie in der Anfrage freundlich und sachlich anspricht, wenn man die Möglichkeit zur Rücksprache anbietet, um das Anliegen möglichst effektiv zu fassen und an der richtigen Stelle anzubringen, dann kann man da durchaus auf Verständnis und Hilfsbereitschaft rechnen.
